Yes, clubs will sometimes not allow flyers because the venue owner doesn't want all the extra cleanup.  Also, usually if a club doesn't allow flyers from the same night it's because the venue is afraid of losing people that might inevitably take away from their bar tab.  They want to pull in as many people as possible on their night and try not to lose any to other clubs/events.
I always allow any and all flyers into my events, but then again, I throw one-off house events and am not worried about the competition or the mess...I figure I'm going to clean up a huge mess in the a.m. already...what's a little bit more, right?  Although, I must say, if I did a weekly I would still allow other promoters to bring in their flyers (no matter what night of the week it was) as long as it was ok with the venue.  ...And sometimes it really is up to the venue, not the promoter and we should all respect the rules they have.  I think we all do a pretty good job getting our flyers out there no matter what rules there are...and sometimes there are ways around them.  :)
