I know... he's weary of the internet in general. That's probably the
biggest stumbling block to it. Maybe if enough people were excited about
the idea and he kept fielding questions about the prospect of such a
thing..

Exactly. AND it would draw in more people... people who grew up enjoying
his MAD work, who may not know about Groo.. or former Groo buyers who have
forgotten about their old friend. Fans of animation in general who are
unfamiliar with Groo. Flash fans..
I just think it would be a great way to build up hype about his other
projects. Even if it was just a simple site promoting whatever he has for
sale at the time, just imagine the traffic that would get!
