...can still be another man's shaft.  By the way, a charge for a pole by a
utility is subject to the power distribution classification of the public
utility tax and retail sales tax is not collected, but owed by the PUD.  The
charge for a pole by any other business is subject to retailing B&O tax and
retail sales tax must be collected.  A charge for a poll has been
unconstitutional for several decades.
