It says he's located in Sweden... just using eBay.uk, and a payment system 
that takes British pounds. You don't have to be in a country to use the eBay for 
that country-- Chinese, Japanese, and even Russian sellers can be found on 
eBay.com (the USA version), and take PayPal in US $$, but when you get the 
package, the postage is from the stated country of origin, not the US.
