Well, the usual way of these things (card collections) is to have a lot of 
the common cards, a few uncommon and some very rare. This makes collectors 
buy more packs (and, therefore, multiple copies of common cards) in order 
to find the rares. Thus increasing profit for the manufacturer. So I guess 
Wildstorm probably were quite happy with the mix :)
