I think you do have to be registered on ebay, but I don't think that
costs anything. If you don't sell anything, you don't have to pay
anything, you just have to sign up. The guy almost certainly knows he
is selling something illegal. And ebay doesn't always put a stop to
it. But if we all complain to ebay whenever we see one, they will
likely pull it. Maybe the guy will get tired of posting illegal items
if every time he does, ebay pulls it. I don't think they give him a
refund for the fee he paid for posting an illegal item. Just someone
report it to us when one comes up, and we all go to that item and
click on "report this item".
