I don't know of a commercial source... but a popular workshop (by Dennis 
Quon, I think...) at CCI is/was using construction insulation foam to make your 
own costumes and sculptures. It's the stuff that comes in an aerosol can.... Put 
a t-shirt on a dressform, and "squirt" on the foam where wanted; when dry, 
you can carve it, if needed, then cover with some sort of stretchy type fabric 
for the costume itself.
 
You get the foam at hardware stores-- like Home Depot.
