You are asking for LICENSING, not just a "custom drawing", if you will be 
reproducing it in any way to sell. Copyright law is involved, as well as contract 
law. Licensing can be for a specific period of time and/or for a specific 
number of reproductions, and can be for a flat fee or a percentage of expected 
sales.
 
Of course, what he'd charge would be entirely up to what you negotiate with 
him, if he's willing to do it in the first place.
