[Groop] General Groo?

What is the thing on top of the thing on top of Groo's head?  It looks like smoke caused by Groo's brain working overtime as a General or is it cotton?  I predict Groo slays all in issue 4 and thereby reverses the negative effects on the environment, because there's no one to pollute it.
