Ok, As Ferg has called my name I will respond, but only because he
asked for it. I helped him with some purchases and we had to figure out
what Paypal charges for the transactions. This applies to Premium
accounts that accept CC. I don't know if you can link a foreign (non
US) bank to a paypal account so Gary should get a second account and
make sure that it remains a personal one. And so people that can send
Bank funds can do it to this new account, and people who cannot can use
the following to calculate how much they need to add.

The paypal fee if you have a Premiun Account is:

2.9% + $0.30 USD

There is an extra 1 % for cross border transaction fees, meaning that
if you send money from outside the US its 3.9% instead.

So if you are making a payment from, lets say, Rhodesia, you will pay
3.9% + $0.30 USD

So how does this apply to our case: send $ 7 to Gary.

We want Gary to receive $ 7. So we have to send $ X such that whe we
aply all the discounts he gets $7
so:
X-X*3.9%-Fixed Fee =$7

So we rewrite this as: X * (1-3.9/100)- $0.30=$7

or X= (7+$0.30)/(1-3.9/100) for Foreign payers
X= (7+$0.30)/(1-2.9/100) for US payers

or
X=~$7.60 for Foreign Payers
X=~$7.52 for US payers

There are some fixed fees from other countries but I think that with
Paypal you can choose to pay in a certain currency.

3.9% + $0.55 CAD
3.9% + €0.35 EUR
3.9% + £0.20 GBP
3.9% + ¥40 JPY

So summarizing:

Gary should open a second PP account, so people can send him fee-free
money. Then once he has this setup we should send.

X= $7 for bank funds (US) to Gary's new PPal account, if he decides to
accept this task.
X=~$7.60 for Foreign Payers (CC) to Gary's old Ppal account
X=~$7.52 for US payers (CC) to Gary's old Ppal account

If this is a problem for Gary to set up this account (Gary: It is
useful to have an account without fees, but you cannot link the same
bank account to two paypal accounts so it might be difficult to use
that money, but you can always leave the money in the personal account,
and if have the other account linked to a bank. If you need to make a
payment you can transfer money from your premium account into your
personal account, with bank funds, so no fees, and then pay with the
personal account)

Anyway I think I wrote way too much on some lousy 60 cents....
That's the processing fee for people paying using a credit card. I'm sure Jorge can give a much more helpful explanation and I'm quite certain he can calculate how much extra people should add to make sure that you end up getting the full $7.00 (okay, Jorge? sorry to dump you in it but, frankly, you're The Man).
