Ummm......."Groo's blue sling buckle"?
As to how it works -- looks like the "stations" (as they're called...) that
are used in delicate, feminine filigree chain jewelry (connect sections of
chain together), except of course, Groo isn't delicate or effeminate, and so
wears a robust, masculine version....

PS-- so far, I'm about 75% finished with Sergio's beaded portrait ... which
means about 25% finished with my proposed Comic Con Art Show entry....
