It is my understanding that the pagent every year is held in the country of
last years' winner. Last year, a lady from Nigeria won, so this year it was
supposed to be in her country. To change the rules suddenly would also have
been an insult to Nigeria. I suspect the organizers were in a "no win"
situation. They can't possibly have imagined that their little contest
would cause people to kill each other. 

(Actually people don't riot because of a beauty contest, or a soccer or
football game, or even because a policeman killed someone of a different
race. These are just excuses that angry people use to get started, and then
the hate just feeds itself. How sad.)

Much better to just kill each other for the joy of the fray, like Groo does!
