Yup.  Well, they *had* one at least - he hasn't turned up for a little
while.

He's Groo-like in that he's a superb warrior who really isn't very
intelligent, but tries his best to do the right thing all the time. 
However he also is not very Groo-like, in that he usually seems to
manage to do the right thing without destroying half the city at the
same time, and that people really do like and respect him, and that he
doesn't have a gourd-like nose and an orange jerkin and a blue video
tape on his chest and a spotted dog named Rufferto.

Not quite - Buffy's finished now, but Angel's still going on.

I don't think you could call it a direct steal.  I get the impression
that the Angel writers decided to put in a dumb warrior type of
character, and someone said "hey, wouldn't it be funny if we called
him Groo" - it's a deliberate reference, rather than a direct steal. 
I think I read an interview a while ago with one of the writers that
mentioned words to that effect.  At the very least, Buffy/Angel
creator Joss Whedon is known to be a *huge* comics fan, as are a whole
bunch of the rest of the people who work on the show, so chances are
that they're at least aware of the real Groo, if not fans and regular
readers...
